				<title><![CDATA[Trump Releases FY 2027 Education Budget - Fewer Cuts & a Few Bright Spots]]></title>

					<description><![CDATA[President Trump released his proposed budget for fiscal year 2027 that would once again cut education but maintain priorities reflected in last year’s proposal around Title I and Special Education. 

The proposed cuts are less than last year which had proposed overall funding of $66.7 billion compared with his new proposal, which would fund education programs at $76.5 billion. The White House is seeking an $8.5 billion reduction to K-12 programs overall. Twelve programs are on the chopping block, including initiatives to support English language learners, teacher preparation, and technical assistance centers.

Despite the cheery attitude of House Republicans who passed their version of a Continuing Resolution last week (217-212) along a party line vote, the real drama will be in the Senate where they will need 7 Democrats to reach the 60-vote threshold.]]></description>

				<title><![CDATA[Contentious Education Bills Head to Governor in Final Hours of 2025 Legislative Session, September 2025]]></title>

					<description><![CDATA[As of early-Saturday afternoon, the regular 2025 legislative session has come to an end. Rarely in our team’s collective history can we recall an end to the legislative year that was as contentious as this year (maybe only in 2019, when a protester threw human blood in a menstrual cup onto the California Senate Floor during the final night of session).

This year, two major issues created tension and fireworks on the final night: charter school reform and addressing antisemitism in schools. 

In the final days and hours of the 2025 session, the Legislature also sent bills to Governor Newsom dealing with 60 day-subs, banning ultra-processed foods in schools, immigration enforcement at schools, and online age verification of children, among others.]]></description>

There is no upfront cost to the program and schools can keep up to 50% of the total sales.

Socks can be sold online and/or We Help Two can send a box of socks to your school at NO UPFRONT COST! That means schools will only have to pay for the inventory sold. Leftover packs are sent back and schools will be invoiced for what was sold. 

The service focus for 2025-26 will be raising funds for the fire and flood victims in California. Schools will also be able to select their own cause or one of the three international programs offered by We Help Two.

Sixth-grade students document 10 hours, seventh-grade grade will need 15 hours, and eighth-grade students are required to complete a minimum of 20 hours that become their community service project. 					<description><![CDATA[Although we were tipped-off that this May Revision Budget would have less detail than usual, we did not expect virtually no detail on Proposition 98 or K-14 funding. There are probably several reasons for this, including that: the Summary was released early because Governor Newsom plans to be at the Vatican next week to discuss climate change; negotiations are ongoing regarding the January proposal to adjust and reduce the Prop 98 Guarantee by over $8 billion in the prior budget year (2022-23); many difficult compromises with the Legislature remain on the budget as a whole, and the extent to which Prop 98 will be part of the solution to balancing the budget.]]></description>

					<description><![CDATA[The Legislature recently advanced bills dealing with charter school data, homework, and student-involved incidents while halting bills related to the science of reading, early enrollment in transitional kindergarten (TK), and school resource officers.

Last Friday was the deadline for bills that would have a fiscal impact to pass out of their first policy committee. As expected, very few bills were stopped this early in the process, although many were heavily amended.]]></description>

While we do not have all the answers yet, we can clarify that (1) there is not a new $2 billion pot of funding related to either LRE or the settlement and (2) neither the trailer bill language nor the settlement proposes to scoop up money from some LEAs and/or students and provide it to others.]]></description>

					<description><![CDATA[As the Legislature winds down for the year (their last official day of work for the year will be September 14), we want to provide a summary of the major education issues pending in these final weeks.

The biggest fights this year are more political than usual. There are heated debates around instructional materials (AB 1078, see description below) along with an emerging conversation over if/how schools disclose information to parents about a student’s gender identity. We are expecting a last-minute measure to be introduced next week, likely backed by Governor Newsom, to address this issue. As mentioned earlier, negotiations began in earnest on the state’s 2023-24 FY budget in May. The Legislature has finished its work, and the Governor has signed and/or vetoed thousands of bills that made it to his desk.

If there was a central theme to some of the Governor’s actions, it was that he was reluctant to sign into law many bills that obligated the state to spend funds into the future. As he indicated in several veto messages, tax revenues were coming into state coffers at a severely reduced rate.]]></description>

In the  CTEIG RFA FY 21-22 Addendum II,  "CTE based AP and IB pathways" that meet their criteria are eligible to apply for the 2021-2022 CTEIG Program. This precedent is encouraging for future CTE grants as well as well as our current programmes.

					<description><![CDATA[At a middle school in San Francisco, Governor Newsom (joined by SFUSD Superintendent Vince Mathews and Senator Scott Wiener) announced his intention to treat the COVID-19 vaccine similarly to the ten vaccines on the list already required by California law for students attending K-12 schools. However, the Governor clearly stated that this mandate would not apply until COVID-19 vaccines are given full authorization by the FDA, which could come as early as November for children 12 to 17 years old (with authorization for younger children likely in early 2022).]]></description>

					<description><![CDATA[This year’s legislative session has been nothing if not unusual, with final agreement on the budget not reached until weeks after the June 15th deadline and budget clean-up language not in print until the final week of session. The last night of the legislative session on September 10 was no different. Usually chock full of rule waivers and inter-house delay tactics that push the Legislature into the late, late hours of the night (and sometimes the early hours of the next morning), this year saw very few surprises and had both houses adjourning around 9 pm, their earliest adjournment in recent memory. CAWS strongly recommends all DP schools begin the process of updating their A-G lists early to ensure you have plenty of time to update your A-G list before the UC admissions application opens on August 1. This should include a review of your IB courses, and IB program 9-12 course sequences. 					<description><![CDATA[The IQC has posted the revised draft of the Ethnic Studies Model Curriculum for its final 45-day public comment period, which concludes January 21, 2021. Open for the link to the revised draft. This draft reflects the changes adopted at the IQC’s November 18-19, 2020 meeting.
 

Following this 45-day public comment period, the draft will be presented to the SBE, likely at its March 2021. Meeting. Under current law, the SBE is required to take final action on the model curriculum by March 31, 2021.

The guidance, which is also pasted below, provides definitions, considerations for cohorts and staff, and recommendations for safety precautions.

local public health officials, many of whom we understand have been waiting for its release to authorize activity on school campuses.

Some of the key provisions of SB 820 allow for increased funding based on enrollment or Average Daily Attendance (ADA) growth in 2020-21, make modifications related to Williams visits and reports by county superintendents, provide more flexible expenditure rules and expenditure timelines related to learning loss mitigation funds, create alignment among new accountability measures for the 2020-21 school year, and provide some clarifications related to distance learning videos and recordings.]]></description>

				<title><![CDATA[CDC Releases Reopening Guidebook - June 8, 2020]]></title>

					<description><![CDATA[This morning, CDE released its guidance on the reopening of California’s schools, which can be found here. The 55-page document, entitled “Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools,” provides schools with recommendations, essential questions to consider, and checklists in a variety of areas, including health and safety, instructional programs for special education, CTE, and English Learners, student mental health, and school services like meals and transportation. 

The document does note that statutory changes would be necessary to implement much of the guidance provided, particularly with respect to alternative instructional models, and that the guidance is not restricted to only what would work within our current instructional time, attendance accounting and auditing framework.

The Superintendent will also be holding a press conference later this morning at 11:15 am to go over the guidebook and its recommendations. For those interested in attending, the press conference will be livestreamed on CDE’s Facebook page.

					<description><![CDATA[This morning, the Legislative Analyst’s Office (LAO), the non-partisan budget advisor to the Legislature, released a Spring Fiscal Outlook looking ahead to the 2020-21 fiscal year. Although the LAO recognizes the dramatic economic impacts of the COVID-19 crisis, and corresponding deep budget deficits, their fiscal assessment is significantly less dire than the Fiscal Update that we wrote about yesterday, after it was released by the Governor’s Department of Finance (DOF). DOF projected a $54 billion budget shortfall, while the LAO projects the shortfall to be between $18 and $31 billion. It is important to note that these shortfalls assume no cuts to K-14 education – that is, continued funding at the 2019-20 level, adjusted for growth and COLA.]]></description>
